India, Russia Sign S-400 Price Agreement

On May 30, India and Russia finalized a price agreement for Indian procurement of the S-400 Triumf (NATO: SA-21 Growler). No public announcement of the price agreement has been made, but an Indian official suggested it could be disclosed at the Russia-India summit in October 2018. The price agreement comes despite the United States’ Countering America’s Adversaries Through Sanctions Act (CAATSA), which applies sanctions to those contracting with Russian defense manufacturers, and in the lead-up to the U.S.-India two-plus-two talks scheduled for July. The price negotiations follow the countries’ procurement deal for the S-400, signed in October 2016.
